Criminals live in a lawless world with its own set of rules. Everyone who comes into contact with a known criminal reaps economic benefits from looking the other way, Whether the criminal is a present day cattle thief in rural Missouri or a crack dealer in St. Louis, they know how too spread the benefit of their activities around to gain protection. When I was in college I lived with a serious violent criminal because I needed a roommate to share expense, and because of the rush of fear and the benefits, I looked the other way too. He would typically strap on an unregistered firearm and "leave for work " on the weekend. As to my knowledge he is not alive today and died young.

You're right, but it's scary. It might be too dangerous for people to get started organizing without massive authority figures protecting them. And where are the authority figures?

People can call in anonymously and just give information, then th eball is in the cops' court. Detectives. They can call not just the local police but the state police too, and say they want to be sure the local police get on the case.

Testifying - maybe it wouldnt be necessary to get a conviction - maybe if the bad guys are bad enough, the cops will get them on something else, or witnesses wont be needed - evidence could be sufficient for the state to press a successful case.

Also - when things get so bad - its time to move away!
