A month ago we had a neighbor who cut down a forest of tall beautiful trees just because he did not like the shade. Now we have an opposite problem with one neighbor on the other side. He has not mowed his lawn in almost a month. It has been rainy here in Northern Va and the result is the grass has been growing like crazy. It is spring and the grass always grows fast until around June 30.

Anyway, in our beautiful neighborhood of $600K homes we have a neighbor who refuses to mow his lawn. One of the other neighbors asked him about it and he got an angry response to mind his own business and he will mow when he feels like it.

What should be done? There is a homeowners association but the rules have no teeth.

Please don't take this the wrong way, but it seems to me you need to be living someplace far away from any neighbors. One neighbor you complained about cutting down trees and a barking dog. Now it's the other one who won't mow their lawn. You might be happier in a more rural setting where there is more distance between you and your neighbors. That way you don't have to live with the frustration of an HOA that isn't proactive, or neighbors who aren't as uptight about manicured lawns or shady trees. For $600K I think you can find a place a bit more isolated.

Consider suing the association for breach of contract.

IMO a homeowners association has at least an agreement that is binding
on all members of that homeowners association. Is it not?

Does the city have code enforcement? Here a lawn like that would have a city notice stuck in front of it and two weeks to cut it or the city does it at your expense.

As for a more rural area, people tend to be very annoyed by neighbors who want things just their way. Out of the city as long as its not a fire hazard they can do what they want. So you might end up living next to someone with dismantled cars in all over the place.

Please don't take this personally, but, mind yer own business. How does it affect you if he doesn't mow his lawn when you want?
