Cheney is fighting a war against Bush... Bush abandoned his policies during the second term... Bush would not agree with anything Cheney said in his speech... he's really continuing the fight he lost in the second administration... Bush wanted to close Guantanamo... Bush said the torture may have been a mistake even though he said they had legal opinions that authorized them... maybe he's still pissed that Bush didn't pardon Scooter.
