I think it was just a "business case". I know many people are against discrimination, in all forms. Unfortunately, for many politicians, they are taking a VERY real risk at alienating their constituents when taking "sides" on these types of issues. So when they can come back and say the decision brought revenue, and jobs to the state, they have an element of practicality that they can stand on.

i.e. I think many people want this, but they just need an "excuse" to make it happen. It's hard for anyone to disagree with a politician helping to create jobs and tax dollars.
