The guards didn't build those unshaded cages, either.
Your suggestion is akin to sending Lindee England to prison for the systematic abuses that occurred at Abu Ghraib.
It makes everybody feel a whole lot better, I guess... but in the end, it solves nothing.
It allows the problem to continue, while we all turn our attention to other things, confident the issue is now resolved.

You should speak with the editorial staff of whatever media put the original title up, delu, you know, rewrite history. Isn't that what you're begging for?

Because "inmate" implies that she was probably something worse than she was: a bad, possibly violent person who presented a danger to society.

do wut now? Im complaining about the exploitative title. Probably we should be talking about the inhumanity of the outdoor cage. (Though I know, some of you will say it's perfectly fitting for a prostitute, etc.)

Well, if she was in state prison, then the head of the DOC out there in Arizona should be held accountable as well.

If the prosecutor in Phoenix wouldn't charge the guards, certainly no one will go after those at the top responsible for the cages being there in the first place.

Note to self: Arizona a very primative and brutal place. Who knew?

I'd say that is about it! the guards are responsible who over see the area she was in.
No different in any other prison.
She obviously was not drinking enough liquids to stay hydrated. terrible thing to happen.
