ebenezer scrooge at his best, bah what fools, let us level a love tax on all those that are kind and gentle to small creatures.
NO - why on earth would someone petition for MORE taxes? Insanity. Reduce taxes, reduce spending! Let's get the monkey off our back, not encourage it to grow into a gorilla!

A joke? That is possible. It could be the person actually views this as a solution or it could also be a point being made concerning selective taxing based on individual interests. That is, people call for taxes all the time for things that they do not do or do not have because it will not have any effect on them. The far right suggests it for things they dislike, the far left suggests it for things they dislike. In the end, both are just self interests using government as their bully.

Ahh but the growing trend is to tax things people don't agree with, you can still do it but they'll make it so expensive they effectively control you though the cost. the OP already mentioned a few, cigarettes, alcohol etc. Next on the list is energy, unhealthy food, dangerous activities, guns & ammo etc. All for the common good until we live in a nice plastic bubble protected from all these bad things.
If you really appreciated the value of pets you would not be so critical of them. I love my doggies and they are my furry children. By the way, I pick up the poop when I walk them out of consideration for my neighbors. Not all of we pet owners are idiots.
And, I do love animals, and I get along with them very well.
For instance, like many people, I pretty much ignored people's cats. But after watching a show about them, I understood their behaviour better. So, I understood that my friend's cat "head butting" me was a greeting. And, we got along fine.
He just bothered the hell out of me (as I smelled him, and had to spit hair out of my mouth whenever I was around him). But, we were friendly to each other...even though my hand itched after petting him.
Again, I understand pet owners positions...But, you have to understand others positions.
I think that it's cruel to have dogs locked up in an house - they belong outside.
Too many are breeded - There is no practical use for all of them, except as "sales objects".
How many are eventually abandoned?...Or killed because nobody wants them?
As for those of you trying to minimize the effects, or reality, of animal bites...It does not matter if the bites take place inside their own home...The fact is people are being bit...Many kids.
And yes, it's natural for animals to bite...Because they belong in nature, not in a house.
