ISP's can bounce their signals off of just about anywhere these days.
There are switching centers and relays all over the world that are privately held and short of a bomb, cannot be controled by any government.
As well, it is highly unlikely that the Iranian government would even attempt to shut off ip ranges that reside in, and are being broadcasted from Palo Alto California (facebook) and since there are so many wireless devices (blackberries and cell phones) that are running under accounts like Verizon, AT&T, among others in Iran, I too find it unlikely that the Iranian government could turn those privately held satellites off.
If Iran's government blocks certain sets of IP blocks (ranges) it is really a simple thing to reassign new IP's that the Government doesn't know about.
