Just what I told my wife today. We want to replace our roof with metal and don't want white but what choice do we have.

BTW, does that thing say anything about businesses painting their rooves white? If so what do we do for winter? Jobs aplenty just painting for the season, it seems to me.

Ok, but has that policy changed since January? If so I haven't noticed it and for sure with businesses that will produce "green" products.

The Building Code revisions start on page 200. The Residential energy efficiency program begins on page 226. The bill basically says that Federal code trumps state and local code. They want roofs to be white & there's also some verbiage about solar panels & low cost loans for retrofitting residential buildings. Emission standards start on page 327.
