They would not, nor are there any military, foreign or otherwise, involved in the FEMA NLE 09 exercise. The OP inserted "foreign military" where none was ever stated.

The OP erroneously assumed that since participants would be coming from Australia, Canada, and Mexico they will be military. No where in the media announcement does it mention the military, nor are any of the planned excercises military in nature, with one possible exception.

The above functions are what FEMA does during any natural disaster, not the military. Nor does the National Guard or the regular military answer to anyone in FEMA. The National Guard, with approval from the White House, answers to the Governor(s) of the state(s) where the disaster occurred, not to FEMA.

Ask anyone in the military. FEMA is not anywhere in the military's Chain of Command, which they adhere to religiously.

You are quite right, the way I should have phrased it is; "FEMA coordindates with the National Guard".

The doomday thinking that has been flawed since the bomb came to being. Basically its just the realization after the hurricanes and other world disasters that the military is the most trained and responsive to even disasters than anyhting that civilian part of government can do. If you ever have a hurricane or other disaster the miltary comes in when things get really bad as only they have the displend to do the job without so much BS we see in the rest of governament.There is not going to be a military leaving of ranks like we saw in so many civilan government oragnizations in Katrina;especially since we have this professional military not made up with so many draftees.When it gets tough going the civilians point fingers and the military gets to work.Thnak god 'we have such people willign to serve this nation and they deserve much more in thnks and other compenstion that we can ever pay them.
