Since the government(s) chose to get involved in defining the Second Amendment, when they issue a C&C permit, there should be no restrictions upon it. Either an applicant is worthy of a permit, or is not. When one is granted, there should be no restrictions placed upon it.
Why issue a permit if it's not worth the paper it's written on?
