It seems like a lot, and I worked in the field. If the RFP includes serious backend work, and assets purchases, and a dedicated cleared employee doing loads from secured sites via physical tape transport, then maybe maybe. But it's looks bloated.

I imagine the spec will be available at some point.

i have to say that i am getting impressed with the media again. they are starting to ask the hard questions that have needed to be asked, like where the stimulus money is going. USA today and ABC both seem to be doing a little more homework instead of sleepwalking through this administration. if a journalist wanted to make a name for himself / herself certainly now is the time to do it!

Is any of that money going towards building expenses (electric, rent, etc) for the company? Is any of that going towards upgrades to equipment, software? I'm curious how they justified $18 Million. I can only imagine contract negotiations on that if the company didn't have ties.

18 million sounds like a lot.

But then I consider that a 40-person company I worked with 10 years ago spent 10 million developing an ecommerce platform over one year, the price isn't as outlandish.

I'd need to see the specs of the site before I would attempt to judge the cost and I've been building sites with different technologies for nearly 15 years. I'll have to show my current employers that they are charging too little. They've never worked on site for a 1/10th of that amount.

I know several websites that employ much more than 250 people. It depends on how far reaching their work is, and what they will be providing. Will they provide servers? Who will obtain the information on the spending to keep it up to date? Who will update the site? Considering they are tracking the entire stimulus bill it is a large job. As a previous poster stated, would have to see the specs to judge. Most programmers I know make well into six figures annually.

Found the Request for Quote for the project... part of this cost will probably be due to the fact they want it in 21 Days! 21 Days is nuts for a project of this size:

I've seen 21-28 days, and October 1 as dates listed, either or is crazy. Maybe they want the initial plan in 21-28 days, still nuts! Also to be noted, the initial contract is 9.5M, with up to 18M through 2014.

As a contrast, Facebook just spent $100 Million on servers alone.
