It's up to you however. That's what's great about this country, you can have children or not, regardless of what empty suits in Washington say. If this psychopath enacted some sort of no-child law, that would definitely be enough to leave the country or be completely silent about having a child. It would be an honor to disobey a draconian law such as this.
