It should be a secret as if it was let out the liberals would be alerting the enemies as a fast as they could and you know it.

Remember, liberals would love to sell out America so they can be right for once.

Absolutely Agreed!!! I would much rather be on the same side as those sworn to protect the US. And it's down right scary that our politicians (Pelosi) are not on the same side....

NEVER has a VP dealt directly with Congress or the CIA.

That's the President's job.

As for Cheney, I see a "Pinochet" future for him.

Point is nobody who knows what the program was truly about is talking; all we can judge from is the effect it had on those who DID know (Panetta, etc), plus the fact that the corporate media (NYT) went into hyperdrive to play down the story.
