Can you convince us why health care should not fall under General Welfare clause like Navy falls under Common Defence? Providing common defence is a mandate for the government. The Constitution ORDERS the government to provide common defence, just like it ORDERs it to provide General Welfare. So what is General Welfare, and why should health care not be included in it? I have heard arguments for and against, but I haven't heard anything from you, except that the Constitution is about freedom. It is not about just about freedom, it is a rulebook for the government, with some additions about personal freedoms for the citizens. The Constitution orders the government to perform certain tasks, and it authorizes them to perform others.
Because the general welfare clause is to "promote" not "provide". The defense is "provided" which is why we pay taxes for it. When you promote, you do not demand, control, or regulate.
