Some HMOs IIRC have started sending patients overseas for surgery to save on the cost of the procedure. For less that is spent for the surgery in the U.S., patients can go around the world and have it done while essentially on vacation.
Costs can come down here, but of course you have to forget about malpractice cases except in the most egregious of conditions, just as you would when you go overseas.
