Default help with visitation rights for deceased sister child

my sister died 6/2000 and my family and i does not have visitation rights for child.for years, we tried speaking with the father,not knowing why he decided to keep her away from her family.he disconnected the phone and not sure if they're living at the same place. went to court 11/30/2005 and was told we have no rights.the only person they were willing to grant visitation to was my mother.she died 11/17/2005.couple weeks before the court date. i was told grandparents/parents of decease are the only people with rights. is there anyone with information on how we can have that law changed?
