1) Do away with our 700 military bases across the world
2) Charge higher co-pays for those who are overweight and/or smoke
3) It wouldn't be universal, those who want it will check off a little box in their federal income form and they will be taxed appropriately or they can choose to make monthly payments.
4) End the subsidies for Big Agriculture
5) End the war in Iraq and Afghanistan
6) Lower pay in Congress
7) Legalize and tax marijuana
8) Tax sugary sodas
Since I do not support Universal Health Care in any way, shape, fashion or form, I do not have, nor support, any so-called "creative" way(s) to pay for such a scheme.

But Obama says there are 46 million people who will be added to those with healthcare. Efficiency you say and never tell us how we fund taking in all those new people. Where do we get the needed physicians and nurses to do that? Do they have a doctor tree in DC that works like the money tree?
Where do you think the uninsured are getting health care now? They aren't langushing at home untreated. They are utilizing the most expensive and inefficient delivery of system of all--the emergency room. Those not currently receiving acute care in the ER are busily ignoring their symptoms until their condition has moved from easily treatable to complicated and expensive, and there they go, to the ER.
Preventive and minor care is much cheaper and faster to deliver than acute care. And it can be delivered by a nurse, PA, or other non allopathic provider, of whom there are an ever growing number.

Do all that and tax unhealthy foods and drinks. Tax the sugary stuff and not the diet stuff. Can of sugary Coke is $1, can of Coke Zero is 50 cents. Cut military weapons systems spending by half. We are not a jobs program for Lookheed Martin. Cut farm subsidies by 80% at least. Do away with the National Flood Insurance program (if you want to live next to a river, YOU should assume the risk)
