In some places one can. For example, one can carry concealed at the "U," but if it's known by others in the classroom, then one would be escorted out of classroom to one's car. In other words, they don't want you to have it in the classroom. I really don't see why not, since this is much a courtesy rule, not a law.
However, a non-felon can carry concealed in Alaska, regardless of having a concealed-carry permit or not. Common sense dictates that one should tell the policeman about the firearm if one is stopped on a road or something. Also, not having a loaded chamber is a good idea.
Often because they are private institutions, with their own rules. And, just like most government facilities, you can't carry on state owned property.
I really see no reason why they don't allow it, if just one of those kids had a weapon at Virginia Tech things could have been very different.
I was thinking the same thing about Virginia Tech. I believe, and correct me if I am wrong that there were actually 3 former/activer police officers inside the buildings when the shootings occured. Never knew about the state owned property.

I don't know why off-duty or retired military people ought to get preferential treatment. I have no problem with having sworn, uniformed, armed police on campuses.
