That's a nice sentiment but how do we pay for those who can't pay? And furthermore, how do we determine who can't pay? I have worked in the Medi-Cal program for over 20 years. In CA, fraudulent recipients litter the landscape. In a mutli billion dollar program, even 10% fraud is costly.
