If a state puts up a 50 MPH expressway speed limit but assigns no one to enforce it -- even going so far as to vote against having it enforced, is it really going to limit speed?

Joe spoke the truth. Obama and the dems are playing games with this issue and the followers are spinning. It's exactly the type of deception that has turned the majority of voters against ObamaOxiCare.
