Clapping and booing at pauses in the speech are not breaking protocol. Yelling out "liar" is breaking protocol. Try again.

Protocol does allow that. It does not allow calling someone a liar.

A: When a congressman sees "what he percieves" to be a grave injustice He should have the presence of mind to know that his voice will be heard in its right turn.
B: our forefathers were fighting foriegn tyranny not turmoil within they're own country.
The king of england forced them to leave because of religous indifference and then followed them over here to tax them.
There were so many atrocities committed at that time against, americans, english and native indians that its not worth going there.

Giggles the PRez is shredding the constitution every day he is in office, and I am glad that someone in congress is standing up to his brand of tyranny and opression.

And in terms of House protocol, you could assert that the President is shredding the Constitution, but you would not be able to refer to him as "Giggles". Personal remarks are not allowed. Policy criticism is allowed.

Policy criticism is allowed. Personal attacks are not. If the policy is wrong, you can say as much. You are prohibited, though from attacking the person advocating the policy. The intention isn't to shut down debate, which personal attacks are meant to do. The intention is to promote constructive debate over policy implementation. The legislative rules of decorum are about promoting debate.

"Liar, liar, pants on fire," doesn't contribute to debate. "Mr. President, I question your assertion that this legislation will not extend coverage to illegal immigrants because it seems this legislation has not adequately addressed identification verification," does contribute to the debate, because it focuses on the issues at hand, not personal vilification.
