Experts have already concluded it will do nothing. Its just a massive transfer of wealth.

It is the government's job to take on issues too big for us to take on individually. The environment is one of those issues, as is foreign trade, diplomacy, etc. You are asked to pay for the same reason that you are asked to pay local taxes to support your fire department.
