A cable news channel showed cropped photos with faces blurred. These weren't typical kids-in-the-bath photos. The parents were posing with their naked & semi-naked kids. Creepy.

I don't think Walmart did anything wrong and it doesn't matter whether they have a posted policy. If anyone suspects child porn or child molestation then there is an obligation to bring it to the attention of the authorities. It's their job to determine if an offense has occurred. How many neighbors ignore the sounds of a wide beating because they aren't sure or don't want to get involved? Call the cops and let them sort it out. If it's nothing then it's nothing but at least you have a clear conscience.
