Its already been done many times and the results are constant.

There are very intelligent people in all countries, and very stupid people in all countries. The US (having obvious extremes in most things) has both extremely smart and stupid people, as do we in the UK. IMO there is no country that is more 'intelligent' than another - there are countries that place enormous pressure on their citizens to succeed in education, and countries that have a very poor education system. Everyone is an individual, and sucess is all relative to opportunity and ambition.

The USA has a lot of smart people but it has many people from all over the world.
I don't know how we can identify smart people. People can be intelligent in many ways, some through education, some life experiences, some from their genes.

Well, here we go again. Of course there are intelligent and unintelligent people in all countries. We are talking about AVERAGES, my friend.

and

Hopefully for the last time, intelligence has absolutely nothing to do with education, the educational system or how much one knows. You are confusing intelligence with knowledge.

And I gotta tell ya, America is unique, as a society with a large population of educated idiots.

Not so high on the list of average intelligence at 17th and not really so educated. Beyond that, I don't understand what your point is.

In other societies, a person has to be "equipped for learning" in order to enter an institution of higher education.

In America . . .
