Although I don't want to speak for the OP, I think his calling of Canada "socialist" was done in tongue-in-cheek fashion. Since some rightists here have claimed that having a universal health care program is a symptom of socialism, and since socialism supposedly leads to overspending and budget deficits, then Canada certainly defies that stereotype.
Tongue in cheek and a lact of factual basis gets old after awhile. One of the reasons I left the forum was the utter lack of factual and intellectual basis to some of the threads. Oh yeah the Obama Kenya birth certificate has been found.

Feb. 26 (Bloomberg) -- Canada's budget surplus will shrink to the lowest since 2004 in the next fiscal year and to the smallest in a decade in the year after that, as the country suffers from the U.S. economic slowdown.
Finance Minister Jim Flaherty released a C$239.6 billion ($244 billion) budget today that projects a C$2.3 billion surplus for the fiscal year that starts April 1, down 77 percent from the current year. The surplus will drop further to C$1.3 billion in 2009-10, the smallest since 1998.

If you taxed all the people in the US at the same rate as in canada ;the US would have a huge surplus. If you want that write congress and tell them to raise your taxes. They tax everyone and everything to get that money.That is why its popular to buy things such as automobiles in the US because its cheaper than canada. The same is true of europe. But in the end ;everyone will pay more as the companies will pass on the expense to the consumer in higher prices. Some just think it will be free;when it won't. Government favors this because they don't have to take the hit for actually directly taxing people for it but let the consumer prices do it.Its even better for them because 50% pay no income tax anyway but will be indirectly taxed by higher prices. Noithing is ever free.Tere is no secret to how you run a government surplus;you spoed less than you receive. Want to spend more then raise taxes and fees.Wnat to tax less ;spend less. it simple math.Want to raise money without raising peoperty tax rate;leave the rate the same but raise the vaulations.See any conect beteeen government wanting value in recent decades to rise in value by encouraging a housing bubble?
I know this to be fact. I live in WA (about an hour from the border). I used to go up there all the time. Everyday "stuff"...expensive!

Thats because Canadians see no problem with at least coming close to balancing the budget, or minimizing deficits. They dont seem to have the same problem we have wiht liberals who proclaim
"You want the poor to starve" when the money isnt there to fund more handouts..
I find it very ironic not one person has posted this fact about the Canadian Economy. This socialist country to our North has

However, with all their social programs they are somehow magically able to post a government budget surplus (i might add for the past 10 years). Will someone please explain this socialist anomaly?

All this means is they balanced the budget. It's not that hard. Don't spend more than you take in. It has nothing to do with being socialist or capitalist. There have been times when the United Stes balanced the budget.
It's also easier to afford UHC when your neighbor to the south is spending money on their military to protect you. Frees up some **** for the Canadians.

Agreed, the claim was that Obama was more of a FISCAL conservative. Thus far that hoped for side of him is still in the closet.
