During Casey's tour in Iraq, he battled with the Bush administration over U.S. troops levels in the war-torn country.
In fall 2005, Bush rebuked Casey for openly discussing plans to reduce troop levels — which then stood at 138,000 — by 30,000 in early 2006. Bush played down the reduction plan as "speculation" because he said he feared that even discussing options for an "exit strategy" implied a weakening resolve.

every president has the right to change generals, Most war tiem presidents have. I have not said one thing abotu foreign policy. I think Obama is an idiot, however it is still his right as president to change generals as he sees fit. Civilians head tot he military is constitutional right
