It is the fault of corrupt HR management that don't want to hire anyone with color.
That's ridiculous. Maybe in mom and pop's family store, but you've apparently not had much experience at the corporate level. Otherwise you'd understand the folly of this statement.
The point is, if I can do it with no parental assistance why can't blacks? Nobody is forcing them to stay in the gutter, there are lots of opportunities in America the last time I checked. Excuses excuses.
As a college educated black person, I am kind of annoyed by what you wrote. Anyway, I think you need to extend that question to the US population in general seeing how less than 30% of the population has a college degree. Obviously not everyone can or should go to college, so I think it's a little unfair to hold that up as the standard.
At the corporate level they look for a kiss up minority that will conform like a good pet does to its owner.

Is it any fault of white people in my office that the two administrative assistants are black, but all of the engineers are white? Obviously we hire black people. Are we discriminating because no black engineers apply for jobs in aerospace engineering? Are there no black aerospace engineers because of white people?
Let's not play games. You and I know both know that the two black "assistants" are sell-outs. They are there for a reason and it isn't because of qualifications. Management look for minorities that will be conformists and sell-outs. If somebody comes complaining about discrimination or unfair treatment. Management have a great cover and can always point out "Hey we hire blacks. We aren't racist". You see how it works.
