He uses the excuse of the "election turmoil" in Afghanistan to delay his decision, which gives him the opportunity to calculate the fall-out for Democrats in 2010 should he decide to escalate the war to George Bush levels and beyond. Oh yes, Barack Obama knows quite well how Republicans will pounce on anything closely related to him mimicking George Bush. The 2010 and 2012 elections are at stake, and Obama understands this quite clearly considering his constituency is inarguably anti-war. Politics plays as much, or more, into this decision than anything else. Bet on it.
