No they do not they just make it a requirement of driving a vehicle. Most states also will let you post a bond that shows financial responsibilty in place of insurance. Many do this and its sometimes called self insured. No one force anyone to own a vehicle but they do require finacial responsiblity so as you can pay for danages you might cause.There are alot of other insurance on financial responsiblity that actaully are not mandated but are a wise choice for such things as industry who have assets to pay if not.

Sooooo, I guess you don't want to debate whether gov't actually created this mess, nor the point of "if you're not for PelosiCare, you must be an agent of the insurance company" being wrong, nor the issue of debating in general (ie, instead of refuting points, just slander / grammar check instead)?
