To some extent, it always has been. Whiskey Rebellion, the Civil War, whatever law it was that gave the President power to send troops into a war zone without Congressional approval...

It is our duty--when the government is not acting in the best interests of the people, as a collective--to overthrow it, through violent and bloody means, if necessary. It's in either the Constitution or the Declaration of Independence.

"consent of the governed"--I don't consent to BE governed.
