But he does hold sway over his party. Does he publicly condemn such activities? Does he call out the worst offenders?
No. Then he as the most powerful member of his party is a willing partner.

Obama does have control over the earmarked-laden bills that he signs into law, no?

He also possesses the "ability" to have open door meetings with all members of congress, not just the majority party. He could even put those meetings on C-Span! Now there's a novel idea. Oh wait, he was the one that promoted that idea. Too bad he isn't living up to his campaign promises.

And as leader of the of the democratic party, shouldn't he set the tone as their leader and insist on transparency? Guess it's too much to ask that he actually do what he promised and campaigned on.
