I can't believe that any parent would allow their young daughter to wear high heels in public
I used to occasionally. They weren't "real" shoes, just "playing dress up" shoes. I wore a tutu in public also. They were not fun to walk in so I didn't usually get very far
Little girls do love to dress up and maybe little Suri pitched a fit to wear the shoes so her mom let her but had a pair of sneakers in her bag for when she changed her mind (been there, done that). But it's completely up to parents to determine what their young kids wear--not the fashion industry. They can sell thongs and high-heeled shoes all day longs, but a parent can still say "no, that's not right--you're too young for that." I do it all the time with my 11-year-old.
