Does this actually make a difference in the real world? That is to say, what do you think will happen if the government actually calls in a debt of $45,000 from every man, woman and child in the United States?

There are other ways to claim that $$$. Just nationalize 401(k)s, prohibit transactions in gold and silver, and declare martial law to maintain order.

Yeah, because that would work.

This isn't a 3rd world country, martiual law would not work here.
