Racist, racism. etc...is a term that is rapidly losing its ability to intimidate. Soooo, therefore, it is necessary to come up with another one. (something akin to re-inventing the failed policies of New Left liberalism under the designation of "progressive")
It is a rare moment when you're present at the creation of a new political slur. Catch phrases in politics tend to multiply in such numbers, like barnacles, that no one may be able to identify the precise moment when the first one attached itself to the ship of state. It's all you can do to just try to scrape them off.

Yesterday (when I was young...to quote the old song) I was only a racist. Today, I am "culturally incompetent"....
When a "sting word" is used repeatedly and indiscriminately, it's not surprising to see it lose its effectiveness. The word "racist" is used by some to denounce anyone who dares to point out differences between the races. I'll be glad if the word becomes "impotent".
Another word that has already lost its effectiveness as a negative label is the word "socialist". The word was employed because "liberal" has lost its effectiveness to the average American. Now that "liberal" doesn't work, and "socialist" has been overused, we see some people starting to label Democrats as "Communists". It's all a little ridiculous, in my opinion.
