At $3.00/hr you would have to provide them with everything. Maybe the OP could go work for $3.00/hr for one month and come back and tell us how that worked for him.
I have worked for less than that when you factor in the housing, and for years. Of course I didn't have health benefits. I did use a medical card once to just cover the cost of a hernia operation, because my intestine kept popping out. I shared a County hospital room with gangbangers who had been shot. Great fun!

Not really, the private sector would have access to those workers, with some work-out with the government, and illegals would no longer be an attractive source of labor.

You can use them for the jobs that illegal immigrants are already doing. Picking fruit, low end construction work, things of that nature. Its not going to effect the private sector, on most jobs anyway. I also, think this would have a big effect on illegal immigration.

It would drive the wages down for other workers, with such a system you're just moving the offshore cheap labor competition to here. Why hire someone for $7 an hour when you can get them for $3?
It would create the same problem that exists now, if company A whther it's a government company or private company is paying their employees $3 an hour the company that is paying $7 an hour can no longer compete.
