Well, since he's had the majority for the past year, and was unable to come up with a bill that could garner public support or Republican support...I guess it would be his fault.

Of course he can keep his word. He can say that unless the bill passes with a 60 majority vote in the senate that he won't sign it. He also applied the 60% margin to the House in one of the statements but I'll assume that was another misspeak on his part...I'm being generous today...otherwise he's just showing his ignorance again.
His arguments were against both the practicality and the fundamental concept of passing health care with a 50+1 vote. It's only he who is to blame if he doesn't keep to the standards that he, HIMSELF, set forth.
Did we change the rules of how bills are passed ?
Obama doesn't decide..Congress does.
He certainly doesn't have to sign a bill that was passed via reconciliation or simple majority.
