In CA you are required by law to have auto insurance. Auto insurance companies are required by law to take a certain % of unprofitable and/or undesirable drivers. The pool of these higher risk drivers is spread proportionally so no one company gets overloaded with them vs their regular client base . These "assigned risk" policies have their premiums set by an advisory committee.
That is how the uninsurable get insurance. And it only works because everyone HAS to have it.
Not everyone has to have car insurance. You can elect not to drive.

Access to affordable health care will help insure domestic tranquility, it will provide a common defense against illness and the exorbitant cost of health care, and it will indeed promote the general welfare. Nothing is more crucial to the general welfare of American citizens than their health and that requires access to affordable health care.

Heck, even those on food stamps have to limit their purchases and ration their purchases to get by.

I agree, we should also get rid of Social Security, Medicare, Medicaid, and the whole VA system. People need to fend for themselves, and the wealthy should have their just desserts. I want to be able to charge how I want in the clinic, and not let the gov't tell me what's fair. Some non-profit should take care of the indigents. Once oligarchy is established, then we can set the class structures and have everyone who is not wealthy in a sub-class and do all the work for us; all middle and lower-class citizens should not have equal access to the best care that money can buy. Since we won't have the socialized programs like medicare and VA, we can cut a lot of tax as a bone to the middle class, and most of the old, weak and infirmed will die off anyway producing a much superior class of citizens.
