Okay, the HCR requires that every get insurance. If you are poor, you either get subsidies or get it entirely paid for, but it still requires you to apply, to fill out forms, to mail stuff in, to get that insurance coverage, even if it's paid for by taxpayers like me. Question is, how do you get homeless people to do that? So if a healthy adult, who is not homeless refuses to buy health insurance, he/she gets fined by the IRS. What happens to homeless people who don't even try to get their "free" insurance?
