Lincoln comes to mind. FDR. Maybe LBJ. As he represented the "radical Reconstruction" and the time period was just such an extreme time of flux, Grant could be up there (though Andrew Johnson, oddly, was impeached, in large part, because he was not radical enough... ).
If you define "radical" as "favoring drastic change" (which many dictionaries do), I can see the case for Washington, by virtue of his existence, if not his policy choices.
Furthermore, the "drastic change" angle could mean that Reagan, Nixon, GWB, and many others might qualify (though I think the latter would be a stretch).
Furthermore, looking past rhetoric and and policy, I just don't know if I see how the case could be made for Obama. At least not yet. Maybe after a term or two.
That is, unless we're talking about "radical" in terms of intent. If we are.... that really opens things up.
If any nation wants to attack the US with a deadly chemical or biological weapons.. Obama said..no matter..as long as you adhere to the Non-Proliferation Treaty and have no nukes we will not harm you with nuclear bombs. Nukes are bad. America is bad.
As thousands of Americans in a major city are gagging and their lungs are on fire from mustard gas and millions are dying in the streets..from a biological attack..the offending country need not worry being attacked with a nuclear weapon because of the Obama Doctrine..
The people now know the Obama government will not use nuclear weapons to retaliate against their murderers.

It sounds as if you have information pertaining to an imminent attack. Maybe you should go to the CIA or FBI and warn them. Better yet shoot an email over to Glenn Beck so he can warn the masses.
I think GWB was a lot more radical than Obama. Invading a sovereign nation that did nothing to harm us and overthrowing its government was a very, very radical departure from the principles this nation was founded on.
My parents, who lived through the Great Depression and WWII and lived through the last Bush administration thought FDR was the best President. He took this country and changed it for the better. Yes, maybe he was radical, but people went back to work and the "great American dream" started.
How that is socialism I don't know. But unless you live through something, you don't fully understand it.
