I guess the old adage that the buck stops here may hold true, but the real responsibility is on the front lines, which would be Homeland Security.
I don't hold Bush responsible and I would not hold Obama responsible. But then again being fair and reasonable is out of context.
Obviously, Obama will be blamed. The hypocrisy is that Bush wasn't blamed for 9/11.

The insane Left most certainly did and does blame Bush.
Bush had implemented many programs since 9/11 that have kept this country safe. obama is the beneficiary of that and he has dismantled some of those, so if his actions cause our intelligence to "miss" connecting the dots, it will be on his head.
When Bush came into office, clinton and his minions had done their best to neuter and emasculate the CIA, erect "walls" that prevented the free flow of intelligence between agencies, sat with his thumb up his butt and his cigar somewhere else while the US was repeatedly attacked by AQ, rejected the offers of UBL on a silver platter on 3 different occasions and generally treated the terrorist attacks as a law enforcement problem.
Basically, when Bush took office, we had none of the programs and robust intelligence programs in place to handle the threat.
Obama would like to go back to the clinton way of doing things - that led directly to 9/11.
