If i am walking down the street and i see a rapper wannabe is it racist for me to try to avoid that person?

Not at all. I say negative look begets negative response. I feel the same way about the goth look, all black and dark. I assume they want to look as dark as they can. They are looking for a negative response for attention.
Then it would follow that your avoidance is more related to them looking like a rapper than to their race.
