And yes, NK talks of war all the bloody time. SK very much does not want this to turn into a shooting war, for two reasons:
- Seoul is too close to NK and the death toll would be horrific. No nukes needed, old-fashioned massed tube artillery.
- SK and allies would win and be stuck with NK - and NK is not worth having. The cost of bringing them into the 20th century would be devastating.
It's a novel invasion defense - "Conquer us, and you'll need to feed us" - but taking on 25 million welfare cases is not an attractive perspective for anyone.
