He could use the Louisiana National Guard as well as the huge number of big trucks that haul loads all over the state. There's also boats and barges all over the state that can be used to deliver it to the water location. Sand fill from other states can be brought here via freight trains.

^ National Oil and Hazardous Substances Pollution Contingency Plan Overview | Emergency Management | US EPA

^ Oil Pollution Act Overview | Emergency Management | US EPA

Your article sez,
"Caldwell said the federal government does not have the right to prevent state officials from doing what's necessary to prevent damage from the spill. Caldwell said that might be different if President Barack Obama personally took the lead overseeing the spill containment effort. So far, Obama has not."
Obama can't! And the federal government obviously isnt stopping the state. See above comments in this thread; the federal agencies cant just go in willy nilly haphazardly on a shoestring and a prayer. The state can but the fed cant.
"In a statement, the Corps said the state's application is being processed as an emergency permit. The agency said that under
federal law, the Corps had to comment on the proposal, leading the state to file a revised plan on May 14. The agency said the
information is now being evaluated for potential environmental impacts. The Corps said it is working closely with the state - and will make a decision as quickly as possible."

May 11 was the initial request. Today is May 24 and the Army Corps of Engineers (Federal) is still dragging their feet. The above statement would be funny if it weren't so painful to our state.

sailordave, if you'll look back through the thread you'll see links to articles quoting people in positions to know that the federal govt is constrained from just rushing in and trying things.

And so Nero fiddles as Rome burns. No thank you. Our state and local government has kicked the Feds to the curb and are taking action instead of talking about action. So go do your study and conferences that don't do anything except fatten a bank account at tax payer expense. Go do strongly worded press conferences which does ABSOLUTELY NOTHING while the people in Louisiana take action to defend themselves, their state, their wildlife, and their livelyhood. Ycrew Sou Feds!

I consider this a national emergency..and you're telling me Obama can't get involved?

Remember how we attacked Bush because of his lackadaisical response to Katrina?..Well how in the heck is this any different?

Obama is writing his legacy right now and it sure isn't pretty. Perhaps the folks who said he was too inexperienced for this job were right all along...it sure appears that way to me.

See, this is an honest person here. Regardless of what platform they support, they are consistent with their principles and have much more integrity and honesty than a lot of people these days. Great post Upton, I admire honest and consistent individuals!

Again, involved how, more than he has been? Im not telling you, the law is telling you. I think most of you want dramatic cartoon posturing that makes nice pictures and magazine covers but doesnt solve any problems.

He is doing everything that is possible for the president in the role of "President" to do -- except: Thomas Friedman has a good suggestion here: get radical and devil take the hindmost.

Several years ago Ocean City MD was hit by a huge storm, washing most of beach the away. The Gov. wanted to pull sand from the water back in order to protest the shoreline. The Corps of Engineers had to "issue" permits, as in LA. The Gov said if it was not done immediately the next storm would devistate the City.

Finally the gov. had had enough. He ordered bulldozers to get to work, defying the feds. After a week or so of working the Corps finally said it was OK to do the work.

LA should just go ahead and start. What are the feds gong to do, try and stop them. I don't think so.

Sometime it is better to ask for forgivness than permission.
