I don't know enough about the mining industry to comment but for the others...they are ruled by the big multi-nationals for industrial production and big-Ag and large RE owners.
The Farm Bill doesn't help the small farmer like many think.
The biggest recipients of the Farm Bill are millionaires living in cities and companies like Cargill and Monsanto.
And we've seen the bailouts to industries that didn't deserve them.
A businessman would have helped Ford over bailing out GM/Chrysler.
Even if the focus changed to them it still would only benefit the few at the top that have strangleholds.
IMHO..big business is too big and should not be the recipient or favored party of government grants/subsidies/bills.

Unlike the banks which were just greedy white collar cronies with deep ties to W and the right, the auto companies are one of the major backbones of america. GM paid back the grant fairly quickly and is now pulling in some nice profits showing it works when going to those who really need it. The bank CEO's have been doing nothing but having lavish vacations at tax payer expense.

The auto companies are not just GM/Chrysler. Ford/Toyota/Honda are more solvent and also kept with changes over the other two. Union influence played a big part here.
GM paid back the government money with other borrowed government money. The CEO came out and admitted that.
