Periodically checking out availability of service providers, checking prices. Only ISP services that I knew of were ATT and Comcast. I've had ATT for years, have their Basic 6 DSL service (55 bucks a month). Today I went to toast.net, and entered my address. They state that service is available. I can get their 24mbps service for the same 55 bucks. Tempting, but since I've never heard of them, wanted to ask about. Who services them? Never seen any "toast.net" trucks on the road. Guessing they use the same phone line, how difficult to switch?

It's a reseller of AT&T. I did a quick check on reddit and found the following discussions from within the last year. You should be able to read the comments w/o being a registered member (I think!):

As mentioned they are a reseller. They resell the lines.

What I'll tell you is that DSL access can be spotty. They'll claim "up to" in their 26mbs and you may get that you may get 5mbs. If you had dsl there before you should know what you can get but if you haven't ask around because DSL is relatively ancient tech and your service will depend greatly on distance from the switch and quality of the lines in the ground.

The upside is most of their plans are cap free so if you run up to 1tb a month often that can help. Otherwise Comcast is likely the better option.
