You won't find many "bad" neighborhoods.

Stay away from Bayside & Parkside that is where the lowest income is and the soup kitchens and shelters are all concentrated in that area. Munjoy Hill is mixed now but you'd be safest to stay away if you don't have a tolerance for mixed areas.

Deering is heavy college but there are a lot of nice places there. East Deering is mixed but pretty safe. I live in North Deering which is very safe.

The neighborhoods on the peninsula (East End and West End) are nice but definitely pricey compared to the rest of Portland.

Outside of Portland proper, Falmouth, Yarmouth & Cumberland, are all very safe. Westbrook has a lot of options with just a little bit of a rough area in the center of town but nothing compared to rough areas in Boston. South Portland has an older area but it's safe still and most of SoPo is nice. Cape Elizabeth, Scarborough are both great towns.
