Unless you live in downtown, No. There is only a bus system and that can be a bit sketchy. One of my friends took the bus from the USM Portland dorms on congress street to SMCC in South Portland, He was late alot because of the bus. The busses were never on schedual and stop running at 10. A car in not required but even just a crap car would be useful.
