At the intersection of Cornell Rd. and Brookwood Pkwy on the SW corner there is what looks kind of like a drilling set up a few stories high. I know it is unlikely they are drilling for oil or natural gas in the middle of the city. What the heck is it?

You are right that's what it is! I just watched Gasland so I had drilling on the brain.
