What is it? It is a price rate plan that affects per therm price from December to May depending on actual temperature vs average temperature.

If it's warmer than average, you pay more to offset NW's fixed cost (less usage means they raise unit cost to cover fixed cost)
If it's colder than average, you pay less per therm. (NW NG gets more revenue from usage, that can be allocated towards their fixed cost)

Average temperature is based on last 25 years.

If you didn't do anything you have been automatically enrolled and I think this is NW NG attempt to protect its revenue. Usually automatic enrollment does not happen if it is not in company's favor.
