I noticed it was higher than my city (Baton Rouge), which is 50% hood and a pretty rough place if you're in the wrong side of town.

Why would there be so many rapes in Portland? Is there a logical explaination for this? I've only visited and it seemed like a pretty civilized place. The rape rate in Seattle is much lower.

Crime statistics are often impacted by the willingness of the community to notify the police. Particularly in the case of rape if a woman feels like she won't be respected by law enforcement she won't file a report.

Have you seen the number of nude bars/strip clubs in Portland? It's obscene. When you put men, some ethnic, who have been deprived of sex as part of their religion or you make so many perverted sexual experiences ok...then the twisted mind is going to go there. When men are sold the idea that going back to acting like a baboon is normal and add to it, the pronography on the internet, the idea of a woman saying "no" and meaning it doesn't seem normal. What seems normal is just taking what you want.
When you have a super, liberal culture, where anything goes....anything does. Time to put on the brakes and insist on morality as part of a civilized culture. Choosing delayed gratification for the sake of something better in the long term is something our founding fathers understood, which is lost in most of our culture but especially in a city ammoral as Portland.

Fine, lets insist on it. But who gets to define morality? Do we use your definition? Mine? Strip club customers? Religious zealots?

And this of course assumes what you say is true, that pornography causes an increase in sexual assaults. Some have found the opposite is true:

That whole statement is way off base and in no way reflects any study about rape that I've ever heard.

Most rapists are less than 25 years old, white, have a prior violent criminal record, and almost always perpetrate their rape against someone of the same race as them. Also, most rapists attack people that they know - usually a friend.

.45 forcible rapes per 1000 people. It's not as if women are being grabbed off the street left and right.

Data collection and reporting variables can all have differences between cities. I find it unlikely that a woman is almost 11 times more likely to be raped in Minneapolis than in NYC, but that's what this data says.

well, it seems that the data is recent (2008-2009) and accurate (FBI stats) ....

I still feel safe. Like I said before, most rapes are committed by the victim's friend or acquaintance. Perhaps the numbers are high due to the high number of homeless (where both parties are homeless persons).
